1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 710 dated September 16, 2007.

2. Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of Urban Infrastructure Project, and it intends to apply part of the proceeds of this loan to payments under the contract for “Reconstruction of MH 1 and technical modernization of PS 8”, No. OdUIP-S&I-PS8.

3. The Communal Enterprise “Agency for Development Programs of Odessa” of the Odessa City Council now invites sealed bids from eligible bidders for reconstruction of MH 1 and technical modernization of PS 8 located in Arcadia area of Odessa, Ukraine. The completion of the facilities shall be attained within thirty two (32) weeks from the date of contract signing and effecting which is expected to take place in February 2014.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 as revised through May 2010 Corrigenda, and is open to all bidders from eligible source countries as defined in the guidelines.
Qualification requirements for bidders, including members of joint ventures, subcontractors or vendors (in order for a joint venture to qualify, combination of partners must meet the minimum criteria listed below for individual bidder, while one partner should meet at least 25% of the minimum criteria):
Financial Capability: The bidder shall demonstrate certified financial statements or other credible documentary evidence for each of the three past years showing average annual turnover greater or equal to US $2 000 000. The average turnover shall be calculated as total certified payments received for contracts in progress or completed. Local bidders shall also submit documentary evidence of not having deferred debts to Tax authorities.
General Experience: Experience under contracts in the role of contractor, subcontractor, or management contractor of at least 5 (five) years prior to the applications submission deadline.
Specific experience: Participation as prime contractor, management contractor, or subcontractor in at least 1 (one) contracts each in amount greater or equal to US $1 000 000 that have been successfully completed over the last 5 years or are substantially completed (by at least 70 percent) that are similar to the proposed plant and equipment. The similarity shall be based on the physical size, complexity, methods, technology, or other characteristics as described in Section 6 (Technical Specifications and Drawings). In order to establish conformity to this requirement, the Bidder is required to submit a statement representing such contracts, and specifying the client, contract price, duration and type of goods/services provided.
Personnel Qualification: At least the following key personnel shall be available for execution of the contract:
one Contract Manager with at least 5 years of total experience, including 3 years of experience in similar works and management of construction and commissioning activities;
one Electric/Electronic Engineer with at least 5 years of total experience, including 3 years of experience in commissioning, adjustment, programming, and/or IT engineering of wastewater treatment facilities, pump stations, and related equipment;
one Site Manager with at least 5 years of total experience, including 3 years of experience in similar works and 3 years of experience as manager of similar works;
two mechanical fitters with at least 3 years of experience in installation and maintenance of pump systems;
Brief CVs and/or corresponding employment records shall be provided to establish compliance with this requirement.
Financial Resources: The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments in the amount of at least US $300 000.
Litigation History: The bidder shall provide accurate information regarding any current or past litigation or arbitration resulting from contracts completed or under execution by him over the last 3 (three) years.
A margin of preference for goods manufactured domestically shall not be applied.

5. Interested eligible bidders may obtain further information from Communal Enterprise “Agency for Development Programs of Odessa” and inspect the bidding documents at the address (1) given below from 10:00 a.m. to 18:00 p.m.

6. A complete set of bidding documents in English language may be purchased by interested bidders upon the submission of a written application to address (1) below and payment of a nonrefundable fee 1600 UAH or 160 Euro, including VAT. The method of payment will be bank transfer to the account below. The document will be sent by airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from the address (1) below.

7. Bids must be delivered to the address (1) below at or before 11:00 a.m. local time January 13, 2014. All bids must be accompanied by a bid security of at least two percent (2%) of bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in presence of the bidders’ representatives who choose to attend in person at the address (2) below at 11:00 a.m. local time January 13, 2014.
