Eduard Gurvits, Transfrontier cooperation may and has to be a school of integration processes, future Ukraines European model making

The III International Black Sea Regional Cooperation Affairs Conference, having started in Odessa, is participated by famous politicians, members of European and national regional and local authorities’ bodies associations.

On June, 25, 2007, the III International Black Sea Regional Cooperation Affairs Conference started in Odessa. It’s organized by Odessa City Council, Council of Europe’s Local and Regional Authorities Congress, Ukrainian Parliament and Ukraine’s Local Self-Government Assistance Fund.
The last year, Council of Europe’s Local and Regional Authorities Congress suggested to create a new European region in the Black sea basin area. Two preparatory conferences dedicated to this topic have already been held in Constanta (Romania) and Samsun (Turkey). The conference in Odessa became the third consecutive measure of a kind. Ukraine is considered to be an important partner in Black sea basin area countries’ cooperation. It does actively support the development of transfrontier and interregional cooperation in the region, including the ones being held in the network of “Ukraine – European Union” actions plan.
This conference is participated by famous politicians, representatives of different European establishments and local self-government bodies, members of European and national local and regional authorities’ bodies associations. They are planning to discuss the spheres of possible cooperation in the network of the new European region, realization of the present cooperation projects in the Black sea basin area, and to work out suggestions concerning the new European region creating.
“The work Ukraine does in the Council of Europe is crucially important since it assists development of the European values. This is a good sign to enter the European community. We think Ukraine will enter the European Union very soon”, emphasized the President of the Local and Regional Authorities Congress Halvdan Skard in his interview. He marked off the positive role of Odessa in interregional cooperation development.
Ukrainian President’s Secretariat Deputy Head Victor Bondar expressed his hoping on the European region’s in the Black sea basin area to assist development of cooperation in the spheres of transport, transfrontier and nature protection cooperation, and to speed up simplification of visa regime for Ukrainian citizens when visiting the EU countries. “We are waiting for mighty development of tourism, new contacts in culture sphere”, marked Victor Bondar.
The idea of the new European region creation was emphasized by Ukrainian Housing Economy Affairs Minister Alexander Popov, Council of Europe’s Local and Regional Authorities Congress Deputy President Vladimir Udovichenko.
In his speech to the international conference’s participants, Odessa City Mayor Eduard Gurvits emphasized that the interregional, transfrontier cooperation has to fit in the European Union’s international strategy and tactics. “Transfrontier cooperation may and has to be a school of integration processes, future Ukraine’s European model making. Ukrainian Black sea basin area is a key factor in Ukraine’s international role”, said Mr. Gurvits.

Eduard Gurvits stated the idea of the Black sea basin area European region creation to be a “worthwhile” one,” The experience of South-Eastern and Central European countries cooperation in Adriatic basin gives a reason to hope on this to be an effective cooperation”. Odessa City Mayor assured the conference participants of Odessa’s being ready to take part in the European region forming in the Black sea basin area. Its creation is planned to be announced of until the end of the year 2007.
The two-day conference in Odessa is participated by the guests from many Ukrainian regions, and from Turkey, Romania and Bulgaria as well.
